Unfortunately, I don´t think that finding a 100% spam safe solution is possible. Spammers tends to find ways to spam no matter what we do to keep them out but have you checked out the scripts available in the Fantastico part of your Cpanel?

Ok. Then rebuild/build new one here before changing the DNS is what I would do.

Personally I would: 1) Take a backup of the site on the old server 2) Upload it here 3) Change the DNS Note that propagation can take up to 72 hours so, customers may see the old site one time and the new site the next time they visit during these 72 hours.

While I haven´t used Siteframe (logging in, posting, etc...) but I just tried to install it through fantastico and it worked great. But I never did anything else, so there may be errors when actually using it.
