Although there is no secure FTP you can use the File Manager within cPanel over secure https to do your uploads. With a large amoount of content (many pages) this process can be accomplished by first zipping all your files and transfer a single file through the File Manager. Once the file is uploaded you can extract the contents of the zip file using the same File Manager.

Not to belittle your current host but it sounds like they don't know what they are doing or were not prepared for a problem like a hard drive failing and no backup to replace it with. Or some other piece of hardware and no spare parts. I used to be with a host like that and since I was using them to host a company site I had to move. I found TCH over a year ago and have been happy ever since. :tchrocks!:
