Are you saying you are having problems FTPing them up to the site or publishing with Cute Site Builder?
How large are the files? You should be able to FTP them to your web space and then create a link to them in your web page.
The one in cPanel is a shared install used by anyone that decides to install it on the same server as you.
As a result you cannot make the modifications you desire because it would effect everyone else.

Some days I spend most of the day here. Other days I actually have to get some work done. But I still manage to pop in at least twice during my work day and then a couple of hours at night from home.

Well if there were no spammers this wouldn't even be an issue. So it's like everything else. They decided they can profit from it by charging to keep your information private.
The real problem as I see it is to stop the spammers.
