That site is just using a colr for the scroll bar and as Thomas says colors in the scrollbar is an IE thing, and not always well received by most if the scrollbar in hard to see.

There are many shortcuts in cpanel that edit your .htaccess file or create it does not exist.

One thing I would suggest is to stick with the long php tag <?php as the short tag <? may be a problem when trying to use XML php can be very helpful, even if you just use includes to make your site modular. And better when you pass variable data to the included file.

Then if all elses fails and you have to statr over you can restore your database in the same place. In your forum admin look for cookies and be sure you have them enabled goto system settings and add Cookie Domain Hint: use .your-domain.com for global cookies

If you have any posts or members that you have to keep, goto cpanel > backup and click on Download a MySQL Database Backup click on the database, probably called invision or ivbd? Then in cpanel > scripts library > InvisionBoard look at Remove an existing Installation select and remove Then re-install and back to backup > Restore a MySQL Database browse to the database you downloaded, and you are set.
