1.2 is free in cPanel but I do not know about using it for commercial use. I think there is a license fee for 2.x. A self install is that you download it from the IPB site and upload and install it yourself in the directory of choice.

My cPanel shows 1.2 and these answers should apply to 2 as well. We are running PHP version 4.3.8 MySQL version 4.0.20-standard Should be enough to get you going but you will have to do a self install if you plan on running 2.

I would open a ticket. They are the only ones capable of answering that but I am pretty sure it is ok at the server level.
