It sounds to me that you have (more or less) used all the space for your account and there just isn´t enough room for this new file. In cpanel, you can see how much space you have left.

Yes, the cpanel have a pretty good file manager and lots of other toys for us to use + that you can use a ftp program to transfer files to and from your account.

SSH is not available here for security reasons.

I get those too from time to time.
