Hello Gift! Bruce is right-on about this. If your old host has CPanel and supports it, we can do a transfer using CPanel (With the help of techs). If they have CPanel but won't support a transfer, you can generate a full backup (Again, if supported) and upload it to your new account here, and get a tech to restore it to your account here. Otherwise, you'd have to download all of the files form your old host to your computer then upload them to your account here. The only "downtime" will be DNS propagation time. While your propagation is occurring, I wouldn't suggest making many changes to your website.

Yeah, the servers automatically allocate the plans to keep each server balanced and stable (Therefore you cannot choose your data center). Once you received your IP address, we could match it up with a server and find which data center the server is in.
