For me its easier to download the file with ftp edit it then upload it back, no permissions to change and I can have a back up on my computer. We really are like family here. try using mail.domain.ext for both pop3 and smtp check my server requires authentication and set the port to 26 then try checking email and then try sending an email.

Its not a server issue. This has been a problem with IE for years. If not too many files why not an index page with links in a folder not linked to on the site, but by e-mail so they can just download? Or password protect the folder, then thay can see the files and select one to save when they login. IE is a pain to use for ftp, as mentioned, it works today and not tomorrow.

its not Xampp I just started apache and the went to my cpanel ok. What about the browser settings, adding your site to trusted sites. have you tried another browser like firefox

Greg, you might look into a download manager I used getright and it would open 3 connections at once, resume download later where it left off.
