Can´t give any recommendations on a script to use, but the script used on the site you link are from javascript.internet.com so I would begin to look there. -

I would look in to Joomla which can do all the things you mention. There is a one-click install through Fantastico, if you want to try it. -

- I need to move files over to TCH, but can I do that before the DNS is updated to point to TCH? If your existing host uses cPanel, we can copy your existing site, username, mail, everything! Modules & components can be found here. In your post before last one, the two first things you mention The ability for people to request registration, which has to be manually authorised by Admin before becoming active. Able to give a user different access levels to each protected page or directory. should be able to do with a standard Joomla installation, with no extra modules or components. As for help with the modules & components. I can only give help on those I´ve used but we can of course try to answer your questions here. Most of the authors of modules & components have their own forums where you can get specialist help though.

In CSB, right click the page, then choose properties > page, now you should see two fields after "Filename", in the right one you can change it. -
I am not sure about the password rules thing, but for the rest, Joomla can do that with the help of some modules and components.
