I use dbsender and created a folder at the same level as my public_html folder. Then the path would be /usr/local/bin/php -q /home/yourcpanelusername/directory-you-create/dbsender.php

Now you can create a custom 403 error page and have some fun with them.

I've used Blogger and posted it to my TCH account, migrated to Movable Type and it wasn't bad (version 2.661) but prone to spam attacks. The latest version has been patched to help combat spam attacks I believe. Now I use Wordpress with the Spam Karma plugin and couldn't be happier. But which blogging software you choose is your choice.

I would just upload them to a folder in my webspace using FTP and create links for them with regular html. Don't forget that movie files will eat a lot of bandwidth if played over and over.

Character encoding of files has nothing to do with how the file is uploaded. Generally all .htm, .html, .php files should be uploaded in ASCII mode as well as Perl scripts (.pl or .cgi). Where .exe, .wav, .mp3 and .zip would be uploaded in binary mode.

I believe you have a setting wrong either in your config file or blog setup section. You have index.html as part of your blog path. Check your local blog path, it should not include the index.html
