I cant promise this works in ME cause I use 2000 but in your Control Panel open the System Icon. Go to the Advanced tab and click the Startup and Recovery button at the bottom. Place a check in the box "Display a list of operating systems and you should be good to go. Let me know if ME isnt that way and I will see if I can find the right way.

I will answer what I can. Semi dedicated is shared among no more than four users if I remember correctly. Unmanaged I believe is all in your hands, software wise you put what you need on the server, where we do your bidding with the fully managed servers. If you require it though on unmanaged there may be a charge depending on what the problem is. Real staff will be along to confirm or deny the above and I believe we have suspended further saled of dedicated servers at the moment.

Moving to software talk. Do you have the FTP server set to "listen" for traffic on that port and is the router set to port forward to that machine?

I have never seen a download feature in cPanels File manager. If you create a .zip file the mind where you saved it at and just go to that path (******/path/to/where/you/saved/it) and it should ask you to download it.
