Yes, TCH supports FrontPage. Since you current host is using cPanel the techs may be able to transfer your site after you sign up. Just open a ticket with the help desk and they will tell you what information they need to try and perform the transfer.

Don't know about changing your DNS servers someone else would have to verify that. When someone accesses your site with the parked domain name, in their browser it will show the parked domain name and not the exisiting domain name unless you make some .htaccess changes. If you have links that go to your .com the browser will display the .com name instead of the .nl name. If your links are relative then they will continue to show the .nl domain name.

The only thing I know that you can access through cpanel for parked domains is email. You can have seperate email addresses for each domain you park or you can set up forwards for the parked domain to go to your first domain. There is only one cPanel since the content for all domains being parked are accessing the same content.

Yes, I believe so by having the help desk park the .nl domain on top of your current domain. You would create forwards for the .nl email addresses to go to you current domain address.

TCH does allow the hosting of adult content but you don't need to concern yourself with it because an adult site like you are worried about would use up their bandwidth very quickly so they won't host here anyway. Looking at your image you have Outgoing server requires authentication checked but neither radio button under it is selected. I'd select the first one and try it. If that doesn't work, select the second one and enter your email address and password for the account.

I'm with Rob, never had that happen. You might want to clear your cache and do a CRTL-F5 the next time it happens for you. And if it still occurs you could delete your cookie for the board and that should solve the problem.
