No there is no way to do it other than give access to your cpanel account. Not something I would recommend unless you completely trust that person. Your best option would be to create an FTP account that uploads in the folder you want to give them access. No there is no group manager in cpanel either, sorry.

Check out Hotscripts.com for a multi file upload script.

What are you trying to do? You don't need a web publishing wizard. You can use the file manager in cPanel to upload files or an FTP client. Or if you are using one of the Gallery scripts out there you can also upload through them. I am confused as to what you are wanting to do. Flickr and other online photo accounts have their own tools for uploading to their sites.

The same folder containing the wp-config.php file.

That means that you as the site owner does not own it. It may have been created by a script you are running. If it is set to "nobody" you can not change the permissions of it. You would have to open a ticket with the help desk and ask them to do it for you or change the ownership to you. Or you would need to write a script to have the server change the permissions for you. "nobody" is the Apache web server user.
