In the config file did you add your cpanel name to the database and user? yourCpanelName_databaseName yourCpanelName_databaseUser

Yes after you create the database and user, add the user to the database you can create a folder below your public_html folder lets say guestbook then download the zip file from lazarus uncompress on your computer edit the config file as per the directions ( don't forget the base url ) then upload the files to you new folder and change the permissions run the installer and thats it. If you are on a dialup you can zip up the files after you edit the config file and upload it and use file manager to extract.

If the content is different you need another plan. If it is just another domain to resolve to your current site, open a help desk ticket to have it parked on top of your current domain. There are no discounts for more accounts as it is already low in price. If you plan to have more domains, you may want to think about a reseller plan you get the same space for your main domain as you do for the resold domains.

You did follow the upgrade steps right? If you made a backup of the files you could restore them.
