Adding New Email Account Through Control Panel

I noticed that when adding a new user to email in my cpanel that it was not Https. Is there a way I can add new account emails thru a secured server?

Not sure I understand you correct but you should be able to log into your cpanel securely by using example.net:2083 (replace with your domain name) and then add them.

Insecure password warning

when I set up new mail user and cpanel asks for password for that new email address.

You can always access your cpanel account thru the servers https page.

Then just enter your cpanel username and password.
