I am outsourcing some programming work and wanted to give him access to the file manager in cpanel to change permissions and what not but not necessarily the whole cpanel....i've set him up an FTP account but is there a way to only allow him access to the file manager?

No, it's pretty much giving him all access or none at all. If the FTP account didn't work out though, I'm sure you could find a simple script that would give him a way to upload files via the browser.
