It depends which graphics package you are using.

 

I like GIMP (partially because I'm a firm believer in Open Source software, but it's really a great package anyway), so I'd suggest a motion blur or tileable blur. If you want the streaks more (as you have them now, rather than just a blur) I would use add "wind" noise, which you can do from several different directions.

 

I just checked in a couple of other packages, and the "wind" noise seems the most common one amongst different packages, although you may need to apply it several times with the wind from different directions.
