Recent Copy Of Php.ini

Can someone put a link up to a recent copy of the php.ini.

 

Is it true that placing it in the user directory & editing the local copy enables the user to change it's settings?

 

I've read here that the .htaccess allows the PHP settings to be changed as well. I'm experimenting with a script called AZDG dating lite, and it is very sensitive with sessions settings & I need to tweak it.
