There was a PHP upgrade a short while back.

User 99 is user "nobody" and the best way to correct an ownership issue is to open a ticket with help desk. The techs can easily rectify the situation.

I can see the owner name in my FTP client (CuteFTP).

Check the owner of the file. If you own the file please open a ticket with the help desk and they can help you sort it out.

If you see the animation in a graphics program or with your browser there is nothing wrong with them. If they aren't displaying in other applications then those applications don't support animated gifs.

There should be no information in the error file that would pose a security risk. And someone would have to know the url to the error file to see it.

I would do a search for PHP Magic or something similar. I've used PHP Magic to help me learn how to update databases with a web interface.
