Is It Common For Propagation To Switch Sparaticly?

I've noticed that over the past 12 hours or so, the 10 domains whos DNS settings I changed go in and out of propagation to the new server. They'll point the the new server for a couple hours and then switch back, and then switch again. Is this normal?

Yes, it is perfectly normal. Especially with dial up ISP's where some of the ISP nameservers are updated and others are not. Give it a few more hours and all will be fine.
