This new version is primarily a a mainetenance release which contains fixes for several bugs + it contains the fix for the bug announced earlier. Read more and get it here. Quote

Now I run coppermine, and it has been upgraded twices, but not by me, I had someone from my old host do it for me. How do I do an upgrade without screwing up my whole site. Just follow the upgrade instructions in the docs folder in the package you downloaded or follow the instructions in section 3.5 0n this page (providing you are using version 1.4.x now, otherwise check the section that applies to you).
