Here is a question:

Let's say I have a user named "x", and x wants an email account on my website, "domain.com". x wants all mail sent to x@domain.com to do two things: 1. show up in the x@domain.com mailbox accessible through domain.com's cpanel, and 2. be forwarded to x@somewhereelse.com

If I create an email account for x in cpanel, can I also create a forwarder for x so the messages will be automatically forwarded as well? If that won't work, what happens if I do have both an email account for x (x@domain.com) and a forwarder for email arriving at x@domain.com pointing elsewhere? What happens?

Yes, you can create both an account and a forwarder using the same username. It will send a copy to the account specified in the forwarder and deliver the message in the account on the server as well. If you just want an email forwarded you would not set up an account on the server, just create the forwarder.
