I want to work on creating a chat room using perl or php socket commands. Has anyone else tried doing this? How reliable are perl sockets? And finally, are sockets even allowed/enabled by toal choice hosting?

You won't be able to open any listening sockets using a shared webhosting account at TCH (or most any shared webhosting provider).

What type/hosting provider would provide support for sockets? Is there any way I can have a socket enabled, maybe for a fee, so that I can use it on my website? I would like to host a chatroom and multiplayer games on my website, but I need sockets enabled.

Keyword = 'shared'. You may want to inquire with sales about getting a dedicated server .

As for your question, Tyler is right, you should get a dedicated server if you want to host multiplayer games and chat rooms. None of those are allowed in a shared account.
