Since nobody can please all people all of the time, TCH has to have a common ground for the majority of its customers. The same thing applies here as to why TCH doesn't automatically upgrade versions of PHP for example. While a minor upgrade may help only a few users, it may cause a major problem for the thousands of other TCH customers. Be assured that if Ruby was ever to be installed, it would be well publicized well in advance here in the forums.
