For fixing with duplicate signups I think billing is correct, but since you cant access the webspace, thats a tech issue, which is staffed 24/7.

Ok, you set it to go to billing. Try a new ticket to tech support and it should be solved quickly.

The webspace should be accessible when you receive the welcome email, but bring it up in the conversation about duplicate signups. There is a chance that the techs have temporarily disabled it to fix the duplicate signup, but that you will need to ask the tech guys. And by the way.... Welcome to your new extended and somehow crazy family.
