Strange New Folder, File In "public_Html"

Today I discovered a new folder, called "test" in my main directory.

 

The folder contained one file, titled ".ftpquota"; this file contained the following text string: "0 0" (zero space zero). Its creation date/time was Dec. 15 at 1:25 a.m.

 

What might this mean, and should the folder be deleted?

I would open a ticket with the help desk and have them take a look. Especially if you did not create the folder. The .ftpquota file is a standard file though.
