Why do I ALWAYS have to select ISO-8859-1, for example, every time I want to work on a page?

 

I don't see any way to set it .

In the upper left corner, select Settings. Check the box to Disable Character Encoding Verification Dialogs. This is in both new and Legacy file manager.
