What do you do if you have a domain that you decide not to use anymore?

 

Obviously you can just delete the folders and directories, but what happens

at renewal time?

If you don't pay for the domain renewal someone else may buy it. As for the hosting account you should inform Billing at the help desk that you are no longer going to use the account. This way they can stop billing you.
