Running Scripts Inside Or Outside Cgi-bin

Is the cgi-bin directory more secure than other directories? I'm aware that CGI scripts can run both inside and outside the cgi-bin here at TCH. I was just wondering if security was a consideration.

In general the cgi-bin is more secure than the other directories. In some cases there is more to it that just putting something in there but if I had a choice I would most likely use it over putting it outside the directory.
