Why The Ftp Doesn't Support File Rusume?

It's hard to upload a big file to the server for the FTP server doesn't support the resume function.How can I use the resume function when I have to upload a file several times.

When I login to the FTP servers here my FTP client reports the following.

 

STATUS:> This site can resume broken downloads

 

I've never had a need for it to resume uploading and I don't even know if that's an option. Most FTP servers can resume broken downloads.
