I found a post in some other forum that said custom Horde isn't supported. What is the current version being used, and is there any opportunity to get other packages installed, such as the newer address book component?

The Horde version we have is provided by cpanel.net we have no control over the version and can not install custom packages for it. You can install your own version of Horde and install packages on your own.
