Is Semi Dedicated Server same as private server.

I mean dedicated server divided by 4 users with each user seperated from other user fault conditions.

 

Say, if one user php script crushe's, would it take whole server down or just his on partition.

The server is not partitioned, just shared. So, in your scenario, the offending fault would indeed affect the entire server and its accounts.
