Retrieving Email/ Outlook Express

I have a couple of email accounts set up in Outlook Express that I access through my pop3. When my DSL is down and I switch to my dial up modem I find that I can not retrieve my mail. Is this something I can fix or is this why there is web mail? :rolleyes:
