Ftp Users Change Password

Is there a way to allow FTP users to change their passwords? For instance, if my younger brother has an FTP account "bro@domain.com" with a default password of "dont_keep", is it possible for him to change it on his own? Or is the only way to change passwords for me to go into cPanel and change the passwords myself?

I believe you can only change it through cpanel.
