Questions Before Join The Starter Plan

Dear Sir : I considering to join the starter plan and want to know more about the plan. Do the plan provide the following function that may be used in my php programs.

 

 

fopen, curl and mysql UTF-8.

Yes, those functions with the exception of curl are available for use on a starter plan. And curl may be available depending on how you are going to use it. To be sure open a ticket with the help desk (link above or in my signature) and ask to be sure. You can give them a sample of how you intend to use the curl function and they will tell you if it is allowed.
