Changing Database Collation To Utf8

I need to change the collation of all my database to be utf8 to fix a problem with text appearing as question marks. I tried it with phpmyadmin on some tables in the db and it worked. Now how do i change the whole db because changing each table is a tedious job.

This is for a Vanilla 1.1.2 Arabic forum and it's set to use utf8 encoding. But currently mysql connects to the db using latin1 encoding.

I tried creating a new db with phpmyadmin with collation utf8, but got an error message saying i don't have access to this new db.
