I am going through cPanel and my user is using Frontpage. The problem is they had a username and password that I setup for them to edit that specific domain. I can no longer find where I can edit this users password or add new users to edit a specific domain.

I am not really sure what you mean. I have checked my cpanel and find no such option except for FTP manager. Is that what you mean?

 

If so and it is not in your cpanel, please submit a ticket and the techs will fix it for you, otherwise we´ll go from there to see what might be wrong. :D

Ok here is what I want to do and I am positive I did this before, I want to let a neighbor be able to access their sub-domain that I have setup under mine and have a username and password seperate from mine. I only want them to have access to edit that one sub-domain. Is there any way I can do that.

I think the option you are looking for, as GvilleRick said, is in FTP Manager, FTP Accounts. You are aple to set up username and passwords for FTPing to a subdomain.
