Mod_perl Access?

I've finally decided to get my feet wet and I want to program a site using mod_perl packages that interface with mySQL with some kind of templating system for the front-end (still looking into them.. Mason, maybe?) which begs a few questions:

 

1) do you offer a plan(s) that includes mod_perl/mySQL?

 

2) can i install my own templating system? how?

 

3) :similarly: what method would I use to install; ssh? or would ftp/some web interface be enough? what access do you provide?
