File Uploads To Password Protected Directorys - Php

Andy - I am not sure if this should be a new topic or if I can piggyback onto this question. I am the administrator of my website but the file manager returns a message telling me I cannot change permissions. "operation not permitted". I need to change the permissions so I can run Gallery. DebC
