What directory should the PDF reside in so that anonomous access will be granted? Thanks

I would like to provide a file in PDF format that anonymous viewers of my website can download ,open and print. What would the HTML look like to achieve this? My site www.fishonlures.com is hosted by TotalChoice. Thank You
