Is it or will it be possible for me to setup a CVS source-code repository in my TCH account?

I am new to TCH and to hosting in general. I would like to set up FTP accounts under the /public_ftp directory, but cPanel lets me set them up only under /public_html. Why is this? How can I log my FTP client into the folders under /public_ftp? Why does /public_ftp exist? One help page describes a way of creating FTP accounts (using /public_html as its example without saying that you must use /public_html) but the instructions are vague to someone not very familiar with cPanel. This is true too of the "Setting up an FTP directory for others to access" topic on the same page. Thanks for any advice! Vic
