This has been asked a lot of times but as far as I know, the answer still remains the same:

in time, TCH will eventually update PHP to version 5 but it won't be right now, because of server stability issues - TCH doesn't want to upgrade all the servers at the same time and if something goes wrong, they'll all go down.

*After* PHP 5 proves itself stable, the upgrade will probably occur in some servers and then gradually all the others will also be upgraded.

I wish I had it available on my account, too but it's not my server alone, it's a shared server, so TCH will not risk messing up a lot of clients at the same time ;)

I can't answer that one but I'd think they will probably post a warning in the forums about it, yes. But don't take my word for it, I'm just a forum moderator, I don't know how TCH will proceed on that matter.
