This is enabled so somebody couldn't sit there and suck out all the avaliable reasources by clicking "view new posts" over and over again. This was a security patch to update some things in InvisionBoard 1.2 and 1.1.2. I sugest if your running either version of this board yourself, you should go and update your own boards as well.
