Unable To Connect To Ftp Site From Windows Server 2003 Network

Hello everyone --

I really hope that one of you is a Windows Server 2003 guru, and can help guide me in the right direction with this problem.

We cannot connect to an ftp site from our network. I have tried using Core FTP Lite (which I use at home almost daily), and Filezilla. We do use a proxy in our network, and I have set the proper proxy name, password, port, etc, in the options of the FTP client.

When I try to connect, I get a message:

Resolving ftp.xxxxxx.net, via proxy (xxxxx)...

Connect socket #428 to 192.168.100.100, port 8080 (to 21)...

Can't establish connection --> ftp.xxxxxxx.net:21 @ Tue Sep 01 15:45:14 2009 (10060-19)

A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

Any ideas?

Thank you,

BC
