Yes, you can have linux distro for VPS.

We can do any distro you want, the existing clients are all CentOS plus a few on ubuntu.

If you plan to use CentOS, yes. For a different OS, please open a ticket to our support department so that we can assist you personally.
All OS and software updates are made by the user?
TotalVPS Starter is a non-cpanel unmanaged plan which the user will have to maintain and update. All other plans are cpanel based CentOS servers which are fully manged.

Regarding PHP 5.6, we do support PHP 5.4, PHP 5.5, PHP 5.6 and PHP 7.0 across all our shared and reseller servers. You can switch the php version of your site by logging into your cpanel and using the MultiPHP Manager on it.
I have edited the crontab entry which should resolve some of the issues that you are seeing. Checking the ini file, it looks like there are a lot of entries that actually are not needed. I would recommend that you delete off the ini file and create a new one using the cpanel - Multi PHP ini editor, and add only the needed parameters so that most of the unnecessary ones that could interfere with your script are removed. Once this is done, you will get a better idea of what the problem is and if there is something that needs to be checked server side, please open a ticket to our support department with all the details so that we can check it out.
